CMR Consultation Released

On January 31, 2026, the Government of Canada published Significant New Activity Notice No. 22999 in the Canada Gazette, Part I.  This applies SNAc provisions of the Canadian Environmental Protection Act, 1999 (CEPA) to the substance glycolipids, rhamnose‑containing, Pseudomonas putida‑fermented, from D‑glucose, sodium salts (CAS RN 2892303‑59‑0).

Under CEPA’s SNAc provisions, proposed new uses of a substance that may significantly increase exposure must be notified to Environment and Climate Change Canada and Health Canada in advance so that potential risks to human health or the environment can be assessed before the new activity proceeds.

For this notice, use in the manufacture or distribution of cosmetics in which the substance is present at greater than 2 % by weight is captured as a significant new activity and will trigger the requirement to provide a Significant New Activity Notification (SNAN) to the Minister 90-days before commencing that use. Transitional provisions have been applied to prevent instant non-compliance.  A trigger threshold of 100-kg/year will apply from the date of publication through January 31, 2027.

The SNAN requires data sufficient to assess environmental and human health effects, including relevant toxicological information and details on intended use and exposure.  The full SNAc notice can be found here.
